Robb Wong, Associate Administrator, SBA (Keynote Speaker)

Robb Wong was sworn in as Associate Administrator, Office of Government Contracting and Business Development (GCBD) in March of 2017 where he advocates for small businesses and represents them on behalf of the President of the United States.  Robb has a depth of experience focused on small business.  He started his career as an SBA attorney in the Office of General Counsel then was a Special Assistant U.S. Attorney in the Houston District Office and later was the SBA acting District Director/Counsel in the Lubbock District Office. From 1996 to 2017 Robb was CEO for several small businesses that successfully used SBA’s products and programs to enhance their growth. His SBA experience, coupled with his business acumen, fuels his passion to promote the growth of today’s small businesses in the federal marketplace.  Robb’s philosophy is cemented in the belief that small businesses are the job generators that will help make America great again.  He is a graduate of Georgetown University Law Center.

Historically, the AA/GCBD oversees over $500 billion in total federal spending within the federal market place and helps ensure that small businesses can compete for federal opportunities

Rajiv Uppal, Acting Director, CMS OIT; Acting CIO, CMS

Mr. Rajiv Uppal is the Acting Director of the Office of Information Technology and the Acting Chief Information Officer for the Centers for Medicare and Medicaid Services (CMS). In this capacity, Rajiv provides leadership across the enterprise in all areas of information technology, including security and privacy, enterprise architecture, and IT investment planning. Rajiv is a visionary technology executive with 25+ years of experience in enterprise software, leading development from concept to launch of software applications, managing large, complex IT programs, steering IT strategic planning and applying best practices in IT management. Prior to joining CMS, Rajiv served as part of the US Digital Service team at the Department of Homeland Security, working on transformation initiatives such as the Trusted Traveler and Single Window projects.

Over the course of his career, Rajiv has fostered highly effective leadership teams and developed relationships with major investors including venture capital firms, government entities and Fortune 500 companies, and has created multiple technology platforms acquired by industry leaders such as IBM.

Rajiv holds a Master’s degree in Systems Science from Louisiana State University and a Bachelor’s Degree from the Indian Institute of Technology.

Manish Agarwal, President & COO,  Attain

Manish Agarwal, a founding partner of Attain serves as the company’s President and Chief Operating Officer and Vice-Chairman of the Board of Directors. Mr. Agarwal brings to Attain more than 25 years of success in the consulting and technology fields. He has been a top contributor and advisor to diverse government and commercial clients around the world, and he has held a variety of leadership roles in areas related to transformational change, growing new business and solutions, and ensuring extraordinary customer experiences. Manish has been a driving force in establishing Attain’s culture and values and leading the company to grow to nearly $200M in revenues in 9 years.

Prior to joining Attain, Mr. Agarwal led a business intelligence software startup and its successful divestiture with a positive return to shareholders. Previously, he was a vice president and managing partner at Unisys Corporation, responsible for leading its Asia Pacific business unit and returning it to profitable revenue growth. Mr. Agarwal also was a partner at KPMG Consulting, where he advised and implemented large strategic initiatives for public sector clients.

Mr. Agarwal is passionate about kidney health, and actively serves the National Kidney Foundation Serving the National Capital Area (NKF-NCA) as Chair of the Board and on the National Board. Through his involvement, NKF-NCA has expanded its outreach into the community, increased educational programming, and introduced new strategies. Manish also serves on the Board of PPES ( education4change.org), an organization that provides social empowerment and education to underprivileged girls in India.

Mr. Agarwal holds a bachelor's degree in Engineering from Pune University in India.

Gail Bassin,  Co-Founder and Co-CEO,  JBS International, Inc.

Gail Bassin is co-founder and co-CEO of JBS International, Inc., and has more than 40 years’ experience in providing professional consulting services to Federal, state, and nonprofit clients. Over the course of her career, Gail has directed or overseen numerous mission-focused contracts that address a broad range of public health and social service issues administered by the agencies within the Department of Health and Human Services.

Gail has been a PSC Board member since 2005 and served on the Executive Committee (2006-2010). She also co-chaired the PSC HHS Task Force. Most recently, she participated in the Acquisition Policy

Review Committee, Technology Policy Group. In 2008, Gail was named GovCon’s Executive of the Year for companies under $75 million, and in 2009, she was named Washington Business Journal’s CFO of the Year for government contracting firms with revenues under $200 million. Under the leadership of Gail and her co-CEO Jerri Shaw, in 2006 JBS was named GovCon’s Government Contractor of the Year ($25–

$75 million category) and in 2013, JBS ranked second on the Washington Business Journal’s list of the top 25 women-owned businesses in the metro-DC area.

Karen Trowbridge Savitz, Founder & CEO, Trowbridge & Trowbridge, LLC

Karen Trowbridge Savitz is the Founder & CEO of Trowbridge & Trowbridge, LLC (Trowbridge). Since the company’s inception, she has built a diversified, mid-tier technology solutions firm based on excellent past performance supporting critical missions for US Defense, Intelligence and Federal Civilian clients. With capabilities in Cloud, Cybersecurity, Applications and IT Modernization, Trowbridge has won numerous industry awards and adheres to an innovative corporate philosophy that puts employees first. Prior to founding the company in 2006, Karen received a Bachelor of Science degree from Centre College in Kentucky and completed a comprehensive executive development program at a top-ranked federal contractor. Sumeet Shrivastava,  President & CEO,  Array Information Technology

Sumeet Shrivastava is an accomplished executive and proven business leader with more than two decades of experience in the government IT industry. As President and CEO of ARRAY, he provides overall corporate leadership for the company’s growth strategy, which has included a successful graduation from the 8(a) program and recently lead a management buyout of ARRAY.

Prior to ARRAY, Sumeet was SVP for Public Sector at Keane (now NTT Data) and also spent time as the SVP for North American Commercial Sales and Marketing. As EVP and COO of ANSTEC, a Government IT contractor, he architected the company’s sale to Keane. Sumeet’s experience has traversed the full range of early-stage small business to a competitive, mid-tier contractor, including on both sides of M&A transactions.  Sumeet has been committed to his alma mater, George Mason University (MBA ’94), and the regional community throughout his career. He has currently on the GMU Foundation Board of Trustees and the President-Elect of Mason’s Alumni Association.   He has also served on the Board of the Northern Virginia Technology Council.

Paul J. Karch,  Founder & CEO,  GARDANT GLOBAL

Mr. Karch has led international contract strategy, winning technology architecture and solution sales that have exceeded over $150 billion in Life Cycle Value with deployments in over 50+ countries, on 6 continents.

His focused specialization includes government and international business expansion, solutions for information security, network management, information and knowledge management, staffing and management process and operational logistics. He has managed as Vice President of Business Development, Sales and Marketing of Information Technology services for multiple divisions of L-3 Communications Inc. in the areas of Homeland Security, GWAC programs and state and local. Mr. Karch has also created, managed and directed sales, operations, and marketing for leading networking, outsourcing, Call Center/CRM and technology services companies.
